I have liked marines for some time now. I am getting ready to start buying models but before I do I want to finalize my all comers list. After some thinking I put this together using all the things I tend to like about marines and some things I dont like but I understand are useful. Now I dont like land raiders but I understand their usefulness. Obviously the the assault marines go into the raiders with attached chappies for rerolls on the charge. I like the small scout units combined with the tac combat squad for mobile objective takers and the ability to redeploy rapidly. The large scout squad is just for home base objective holding. Any ideas for 150 points that might be better spent would be appreciated. I think the list contains just about everything I could need in general. As usual and and all C&C would be appreciated.

Just a quick note, try and separate your list a bit, at the moment its just one big block, its not to difficult to make out, but it makes it a bit harder.
I'll go through your list in a bit of detail to try and give you some advice (feel free to ignore it all )

HQ:
2 Chaplians. I'm not sure about this, without looking through the rest of your list, the immediate thing to do here, is drop a Chaplain for a Librarian to give you a Psychic hood, maybe Null Zone as well, or any of the other powers that you think will be useful.

Troops:
5 Troops at 2000 is more than enough, 1 per 500 points is probably a good amount to aim for (when 1000+ points of course, you need 2 if your playing less anyway). I don't really like any of the Scout set ups here. BP/CCW with a combi-flamer/PF sgt will be alright, but won't bring too much CC punch, and after combat will be a very easy target to kill. And they aren't much good for holding objectives especially. Big squad is alright, but i personally like 5 man Sniper teams, with 1 ML, not sure if the Heavy Bolter really fits into a Sniper squad. Your Tac squad is ok, but not necessarily the best load out, try to add a MM, then you can sit the rhino still, maybe in cover and shoot the Melta and MM out of the top hatch.

Elites:
I love these
I personally run all TH/SS because its 'harder' to kill (only when more than 5 inv saves are needed) but 1 or 2 LC per squad gives it an advantage sometimes.

Fast:
Obviously no good if you change your small scout squad, but even in Land Speeder Storms, i don't think they will do half as much damage as you will expect/want/need.

Heavy:
Maybe try to get MM on both of these. Consider changing on to a Crusader or Redeemer maybe for horde killing.

Essentially, sticking with the Land Raider and Terminator combo (something that i use, and find quite enjoyable, although its not as rock solid as it used to be, and some games you will really get slaughtered), you have a number of options. What you have now, might work, but i'm not so sure. This 'might' be a bit better.

Chaplain 100
Librarian 100

Terminator Assault Squad 200
Terminator Assault Squad 200

Tactical Squad (Melta, MM, Combi-Melta/PW) 200
Tactical Squad (Melta, MM, Combi-Melta/PF) 210
Tactical Squad (Melta, MM, Combi-Melta/PF) 210
3x Rhino 105

Land Raider (MM) 260
Land Raider Crusader (MM) 260
Gives you 1845, which means you could then add a couple of MM/HF land speeders, or a Drop podding Dread.

Thats just an option, its by no means perfect, perhaps someone with experience at 2000 points could come along and help you build a more solid version.
Hope that helps somewhat anyway.

rodgers is right here. Libbies are the far more useful HQ given so many enemies will be SW RunePriests, BA libbies, the fresh wave of GKs, etc.

Go one libby and one chap.
