Mad Dok gives any unit Cybork body at +5p so my question is does this change the cost on a big mek for example. From 10-5p.

Everything except vehicles and unique Characters may buy the upgrade for 5 points, even if they could buy it before for a higher cost.

Exactly. Automatically Appended Next Post: GW actually explicitly says so on page 3 of the Ork FAQ, BTW. Always a good idea to have these bookmarked and check them when you have a question.

Can he give the upgrade to models who did not have it as a choice before like wierdboys or named characters like Zogwort?

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Wait, wait wait.... Why not IC's? His entry in the back of the codex says:
Da Big Dok
Any unit in an army including Grotsnik may upgrade its members to have cybork bodies for +5 points per model.
That doesn't say "not to include Independent Characters". Or am I missing something here?
EDIT: Ok, yeah, UNIQUE characters... missed that distinction... But still? The codex doesn't seem to make that distinction.

Maybe you should have checked the FAQ that was linked.
Q. How many units in an army with Mad Dok
Grotsnik can be upgraded to have cybork
bodies? Are there any restrictions (apart from
non-vehicle) or can it even be Gretchin or
independent characters?
A. Any number of units can be upgraded. This
includes Gretchin (Super-Gretchin! Cool
conversions, but a bit expensive at 8 pts per
model!) and independent characters (except for
unique characters), effectively giving them a 5 pt
discount on the cybork body upgrade.
