Wars are fougth with the combined might of his most loyal servants.
So choose to diminish the chances of success? Because without a given mission, I don't think a sound choice can be made.
For a campaign that lasts years if not centuries > IG
For a fast decisive strike > SM
Give me a war and I give you an answer.

Space Marines. It works best with my tactics, a small group of highly trained and heavily armed and armored individuals. A fast decisive strike can end a war before it has a chance to start.

You need to crush an entire world? Use an entire chapter, or a coalition of several chapters. No foe can withstand the fury of so many Astartes.
You need to perform a surgical strike? To track down a guerrilla? A few companies will do the trick.
The Astartes rule. Definitely.

The Imperial Guard of course.
Space Marines are there to accomplish a specific objective. Not to wage war on their own. They have neither the numbers, logisitical systems, or variety of equipment to do so except against very specific opponents. The Space Marines have little to counter enemy air assets, they have little ability to engage the enemy from afar or bombard positions. They are an army of super commandos. While that will work for certain operations, it will not win an all out war except in awful Ward Fanfic fluff. They have to use Thunderhawk assault gunships and orbiting battleships for air combat and bombardment, which against any foe with significant defenses simply won't be sufficient. There aren't enough marines in an entire chapter, or even 10 chapters, to be adequate to cover a several hundred mile front or simultaenously engage multiple division sized enemy forces,much less continents, worlds, star systems or sectors etc.
Also, given the numbers of Astartes and Guard regiments given in current fluff, even exagerrating the codex-given estimates of 1 Space Marine being worth 10-12 human troops to 1000 times that, the IG would wipe out the entirety of the Space Marines and lose only about only a very small fraction (as in measured in thousandths) of *one percent* of its total fighting strength in annihilating the Astartes. Hell, the Eastern Front of WW2 would have annihilated the entirety of the Astartes.
Hell, even assuming *ALL* the Astartes attack a world with as many troops as current earth has (assuming IG level gear/training/etc), the Astartes would lose given the codex ratios of 10-12 for 1.
GW doesn't quite understand how limiting the numbers they made up truly are for the Space Marines.
The guard has its own extensive air defense assets, not to mention that the Imperial Navy is going to generally be wherever the Imperial Guard is to deliver aircraft and orbital bombardment as well. The IG have far more extensive artillery weapons, and in every conflict for the last couple hundred years, artillery has killed more people than any other weapon and the 40k universe really doesn't put forward anythign to change that. The IG have more tanks, more guns, more men, more capabilities in terms of countering varied threats, even if they don't have the same speed or individual physical power.
facing a full chapter of Space Marines? Throw a couple Armored Regiments at them. Not even Space Marines are going to be able to engage Tanks on a 1:1 basis, and even losing 10 Armored Regimetns for the IG wouldn't hurt as much as losing half a company would for the Space Marines.
Also, Space Marines in general seem to rely overwhelmingly on the enemy having no clue they are being attacked, which generally means they have no detection systems/ships/radar/etc, whcih probably means they aren't much of a fight anyway.

Guard, absolutely. Wipe out the regiment that's currently engaged? 2-4 more get raised and show up. Wipe them out? 4-8 more. And so on, until you've either wiped out the entire stellar cluster or been crushed under the tread of a billion bootheels.
You may beat the IG for a world. You may even kick them out of a system. But in the end, they will crush you utterly.

Guard just because of sheer numbers of men and machines you can field because even for a surgical strike a sledge hammer works. It ain't pretty but it can work.
