A building building, No as those are treated as a Immobile Vehicle.
a Ruin, yes. but it has to stay on the ground floor and has to take a dangerous terrain test(which it auto-passes due to the siege shield)
Walls must be labeled as either difficult or impassable terain. if it isn't impassable then it can move right through.

It can destroy a building (if it is occupied - the rules only cover occupied buildings for the purposes of shooting at them or destroying them) with a ram (S9 maximum ram at 12" move) - which will turn it into a ruin.
It cannot destroy a ruin, though (because ruins are still ruins).
It can move through Ruins without a terrain test (due to the autopass from the blade), but no, it cannot pass through a building (impassable terrain).

Ruins, barricades and other scenery cannot be destroyed.
The only scenery that can be destroyed is intact buildings which can be turned into ruins.

Intact buildings turn into wrecks(difficult and dangerous terrain) or craters when destroyed, exactly like vehicles.
There are certain weapons in apoc which can remove scenery an terrain.

Correct:
Q: Can you ram a building? (p79)
A: No. The vehicle will simply stop if it contacts a building.
You can force your way through ruins though, you just need to take a dangerous terrain test (or not, if you have the siege shield). The ruin or terrain is fine afterwards though. This is a favourite tactic of mine with demolishers.

Not that it ever crops up in games here.
Most of the 40k players I've ever played with seem to be unable to grok the concept of "buildings" being different from "ruins" (even though the rules for each are on separate pages) - so ALL buildings tend to get played as ruins, whether or not they are.
