I am in need of ideas, model suggestions, and inspiration. For my Imperial Guard, I want to have a smallish group of "Volksstrum"-esque troops. For those unfamiliar with the history, they were a german civilian militia of "old men and boys" gathered to defend germany during the last legs of the war.

In the fluff for my army, they are rebels against the imperium for political reasons (my army has a slight WW2 American/1776 American vibe planned), and they are fighting on their home planets. Since obviously the fight would not be going well, a "volksstrum"-esque force would likely be assembled and would be a fluffy inclusion in my army.

So my questions are:

1. What models (GW, other, preferably GW) are there that could accurately represent this?
2. If not, what conversions would be good for something like this?
3. What rules should I use? I was considering either conscripts (but then I would need 20+ models and a platoon in a mechvet army) or ratlings (weak and low toughness and leadership, but BS4 and can take less models)

Maybe you could buy a pack of Valhallans, and if you don't like them, give them some Catachan bits.
Or just some Steel Legion.
You could use Greenstuff on some Catachans if you give trench coats or something and some time.

Bretonnian men at arms or empire state troops may be a good start. They look quite haggard and rag-tag, otherwise you would struggle to find anything gw to represent them.
