New to fantasy so here goes:

If i combine a High Elf "Helm of Fortune" with a shield, and heavy armour, do I have a 4+ armour save?

As Etna said...

Heavy armor gives you the 5+
Helm makes it a 4+ (This helm confers a 6+ armor save which can be combined....)
Shield makes it a 3+

If you decided to have that character ride a mount, you could further extend the save as well.

2,500 - Discipline. Duty. Unyielding Will.
2,000 - He alone has the Emperor's soul in his blood.
2,500 - Order. Unity. Obedience.

So does the dragon scale shield give a +2 to armour instead of +1 when combined with heavy armour?

Yes, but you cannot have the dragonscale shield along with the helm of fortune.

Both count as pieces of magical armor and you may only select one piece of magical armor.

So do ward saves combine the same way?

(I.e. Dragonscale shield + vambrances of defense = 3+ ward save)

negative, if ward saves combine it is VERY specific in the rules (such as mark of tzeentch or MR).

Ach! No!

That would be terrible. The BRB states, under Ward Saves, that this doesn't happen.

Everyone would have a general with a 2+ Ward if we could.

yeah 2+ wards are stupid....

Those of us that play 40k know this... 2+ward/invulns are just.... ugh....

Even worse in fantasy where you get to roll armor then ward! Though that actually makes small ward saves valuable, as opposed to a 6+ invul in 40k being very meh.
