I was curious as to the Imperial Armor books. It says under a few characters for the orks, in case Zhadsnark Da Rippa. It says I can use him as a HQ for an ork army. So with that said can I use him in tournaments such as rogue traders and ones held at GW battle bunkers?

Ask the TO they are the ultimate decision on things like that. People here could say yes but when you go to the tournament he/she may say no.

Preparing a Realspace Raid

It's kind of an unwritten agreement that you need to clear choices from the IA books or other "non-mainstream" entries with your opponent, even in casual games. It's not really a game balance issue, as the IA entries are typically overcosted for what they do, so the person wanting to use it is probably more due to a personal liking for a particular model, not for a desire to "sneak" something into a game.
Personally, I just want to see the cost, stats & equipment to be sure nothing shady is going on, but I don't automatically veto it out of hand. Most of the people I've gamed with are the same way.
As far as a tournament goes, absolutely check with the organizers, they have final say.

OK yeah I was thinking that, but wasnt entirely sure as I am still new to 5th edition(last time I played was in 3rd). Well tell me if you would allow this guy.

His biggest thing that I see that may not let me play him is his weapon. It's the buzzsaw forgeworld bike warboss, his weapon acts as a power claw but strikes on normal initiative. If I were to play you, would you allow him? What are your thoughts?

He is actually has quite some weaknesses, so no problems in terms of overpowerd. Be sure you're solid on the rules before using his tank-shock.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.

The TO will have a list of book from which units and army lists can be drawn.
