Unsure if this has been posted before (it's a difficult subject to search for, I had trouble just coming up a suitable thread title  ) but it's been bugging me for a while.
If a new thread or post that you're creating becomes or exceeds a certain length, then hovering over the link to the rules provided underneath the white posting area ("Have you read the dakka posting rules yet? If not, click to open them in a new window.") will cause the posting box to scroll right up to the top of the post, which can be annoying if your cursor is flitting around near the bottom of the posting box and the link.

It's hard to describe. Best advice I can give is finding a large paragraph of text and copy/pasting it into the posting box until you can scroll through it reasonably far and then hovering your cursor over the link.
Also using IE8 without any plugins or modifications.

yeah i found this a while back, exactly as Avatar described (using the same browser i believe).
Typing a wall of text and then scrolling around my cursor hovered over the 'open in a new window' link and it bumps you to the top of your post.
Just as info that Avatar isnt the only one this has happened to
