Two quick questions:

For my vanilla chapter, (using ultramarines rules) I'm making sternguards and plan to kit bash using some grey knights.

1) Are storm bolters one-handed weapons, so I can equip another weapon as well?
2) Do storm bolters count with the special ammunition?

There is no one or two handed weapons in C:SM. You can have as many weapons as your unit entry allows. Note that storm bolters are not CCWs or Pistols so they do not count towards the +1 for 2xCCW.

Storm bolters do not use special ammunition. Combi-weapons do because they are a normal bolter when you fire that part of the combi weapon. If they did use special ammunition then they'd be little point having storm bolters as the special ammunition replaces the normal profile entirely.
