Two quick questions:

For my vanilla chapter, (using ultramarines rules) I'm making sternguards and plan to kit bash using some grey knights.

1) Are storm bolters one-handed weapons, so I can equip another weapon as well?
2) Do storm bolters count with the special ammunition?

They can't use the Special Issue Ammo
They are one handed weapons but they don't give the +1 if use with a CC weapon because they are not pistols.

There are no one or two handed weapons in C:SM. That section of the rules is a legacy of the older codexes. You can have three or more weapons if the options allow it.
