A friend of mine who plays told me that Marines CSM and other bolter armies can shoot the weapon one shot each then assault. Is this true?

You may not fire a Rapid Fire weapon and then assault. However, all marines, chaos or otherwise) carry bolt pistols, which you may shoot then assault.

You cannot fire a bolter and assault on the same turn. The bolter is not an assault weapon.

That being said CSM and im sure vanilla SM have bolt pistols as well as Bolters as standard. The pistols can be used to fire before assaulting.

Sort of... I think he may have meant that instead of rapid firing bolters, Marines can fire bolt pistols(one shot), then assault. They can't do this with Bolters as Bolters are Rapid fire and so can shoot OR assault.

So if CSM are modelled with bolters and have CC weapons and pistols represented somewhere do they count as armed with all three?

What it's modelled with and what it has are two different things. Look at the codex. All Chaos Space Marines come with bolters, bolt pistols, and close combat weapons. After the Heresy, loyal Marines dropped their Bowie knives, Chaos kept them strapped on.

Theoretically they shouldn't be.

I think what would be more precise would be to say that the model can only have a weapon on it if it has access to that weapon from its army list entry. Simply gluing it onto the model doesn't mean that it can have it.
