In short in the Scout move can I turbo boost? Secondly can I use the Big Bonn in the Scout move? I've checked the rules and it says nothing that may say otherwise. Please help.

Yes you may turboboost for the scout move. You are not allowed to make an attack during this move however, because the scout move is just a normal move.

I don't believe that you are allowed to use the Turbo Boost in Scout movement (I've heard and played it otherwise, occasionally) because the Scout move is an extra turn of 'normal' movement.
No idea about the Big Bomm, though. Be neat if you could.

Its been faq'd and you can turbo boost in a scout move.

The bigbomb cannot be used in the scouting movement for 2 reasons:
1) You must stay 12" away from all enemy units throughout the scout move(that means no turbo-boosting over enemy units).
2) The bigbomb is still dropped in the shooting phase, nothing in it's rules changes this.

Not that you'll be over any enemies in the sciut move to bomb, barring infiltrators, anyway , unless you are on a REALLY small table

I think that the big bomb is dropped in the movement phase.
HOWEVER
This issue is that you must move "over top of" a unit in the movement phase to use this "special attack"
During the scout move you must stay 12" away from any enemy models, at all times during your move.
THUS
it is impossible to move over an enemy unit and therefore impossible to drop a Big Bomb during the scout move.

"Once per game a Deffcopta with a bigbomb may make a special attack, even if it has turbo-boosted that turn. Place a large blast marker(Editor's note: they used the term blast template, something which does not exist) with the centeral whole over a model that the deffcopta passed over during the movement phase." Last sentence gives the scatter distance, and the shooting weapon profile.
None of that indicates, nor instructs you to drop the bomb in the movement phase. In fact the 2 lines that discuss the movement phase do so in a past tense( passed over during the movement phase and turbo-boosted that turn).
The big bomb is a shooting attack, done in the shooting phase, it's range is wholly dependent on where the deffcopta moved, but it is otherwise just a shooting attack.
