In the ork codex it lists warbikers as having sluggas & choppas, does this confer an extra CC attack being a pistol?
i.e. 2 regular attacks + 1 for charging + 1 for pistol = 4 attacks?

You should not use one of the best shooting units in the ork codex to tarpit something. Especially not at 25 points per model. They are great for charging non-combat specialists or vehicles and shooting about anything, but not for tarpitting.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

They're quite efficient so the odds of tarpitting something are rather small. You either crush the opponent or get crushed... quite simple really.

eh... as IT professionals are fond of saying... "it depends...".
If you going against 3 squads of 3 eldar scatter lasors... you definately want to get your bikers engaged (after shooting them of course). At least you'll tarpit them...
A squad of genestealers running at them... dakka them to death and get away!!! 
It just "depends", because a biker squad is also a useful, tough PK deliver system.
But, again... "it depends..."

Though eldar warwalkers should not survive a round of shooting with followed up assault. That's not tarpitting them, thats throwing them in an actual tarpit and watch them melt.
