Working on a 15pt army for a budding escalation league with some friends, came up with:

Haley
Charger
Hunter
2 Units of Long Gunners
Long Gunner UA (Free w/tier stuffs)

Don't have any really big hitters, but we've got a "no jacks over 9pts, no character jacks" thing going on (we'll use them in larger point games) so I figured that I probably wouldn't face anything too big...and that having a Cyclone or Defender might be unsporting. Plus I get a point discount on the long gunners and the free UA so they don't block line of sight.

I would not run Haley without at least one Lancer, so you might want to swap the hunter to one.

I would also drop one unit of long gunners, I know they are required for Haley's theme force, but I cannot think of a reason to run two units outside of a theme force. I would swap them to some melee unit like precursor or sword knights. That would give you a more balanced force and give a broader start of a collection.

Should I drop a unit of Long Gunners and put in the Black 13th? Those guys look pretty cool, and without the second Long Gunner unit, there's not a lot of point in keeping the tiers for the point drop and free UA, and if so, should I just use eHaley?

Black 13th are great unit, they are more viable option than long gunners. The problem you have is that there not much in the list that can scratch a heavy or keep their own in melee. That was why I was suggesting the melee units.

Both Haleys are excellent casters so you should go with the one that you like more, fig or rules. You can definitely win with both of them and they are both top tier casters for Cygnar.

I agree with Metsuri - you need a lancer with both Haley's.
