I think the beef cow rule applies here:

Don't name them, it just makes it harder on you when we kill them.

ok, maybe a bit.

I've read back through your OP 6 times now, and I think what you're asking is:

Can I get some help giving names, background information, and maybe a personality quirk or two for the following:

10 IG grunts
an IG Commander
5 SoB
a Sister Superior
an Inquisitor.

Mentions to specific weapons in the backgrounds are ok.
I have not yet decided which Deployment they are out of.

Not having a deployment makes background and names harder to nail down, but I still don't get WHY you'd be looking for this.

You may get the list from the RPG books of 40k. They are good!

Crimson Fists - 15.000 points Salamanders - under construction Imperial Fists - pondering, damn yellow
27th Virginian IG - 4.000 points

I've bought my last models from GW on October 10th, 2011. Since then I've bought none, I am against their price policy. Screw them.

Once you have a theme for the army it should become much easier to name them.

Basically this is how I go about it if I want to name stuff.
Theme for army ---> Army colour scheme(sometimes incorporating a ranking scheme or to designate their role in the army) ---> Name for army ---> Vehicle names ---> Commander ---> Any relics the army might have ---> Sergeants ---> Troops

Generally it gets annoying when you hit the commander or Sergeant stage, especially if you were going to go with guard. If I were to be bothered naming every single troop, they would all need to be unique. Then I guess you have to think when they die or get promoted replacements need to come in; so more names there. I suppose if one were to go to such detail they might as well just write down and keep track of it all. Most however wouldn't be bothered to go to such lengths.

As for the theme, if you can't think of anything have a look at the models and see if anything comes to mind. Sometimes you might just choose the colours first then make a theme from that. Could even just go with names that sound cool to you.

Well I guess now that you have a theme for them of sorts you could try finding names that have meanings that match the theme or just sound good. This website might help.
