Is this loading of a SR legitimate?

The SR can take 12 models (2 squads) plus a Dread. Mephy is not an IC so I have to attach the priest to the Assault Marines to be legal?

No, Mephiston is not an independent character. Either he has to go or the Assault Marines + Priest have to go.

Edit, and it's not 2 squads + dread, it's one unit + dread.

The SR can take a dread and an infantry/jump infantry unit. This is not the same as two squads.

Right. One squad (plus attached ICs, assuming there's enough space) + one dread.

The two units the SR can take consist of:

1 unit of any type of dreadnought
1 unit of up to 12 models
