If a Grey Knights Librarian equipped with a Teleport Homer casts "The Summoning", will the unit that deepstrikes in scatter?

No, teleport homers only work for units arriving via teleport, ie. models with personal teleporter or terminator armour.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.

The teleport homer specifically states it works on strike squads (they teleport when they DS I guess), interceptors, and models in terminator armor. Presumably, it can also be used with models in Dreadknight armor, since the Dreadknight entry says they may be teleported onto the battlefield in its DS entry (although this is fluff, but I think it's pretty clear).

the summoning states that the unit arrives with deep strike rules. so the summoning should work with teleport homers as the homers negate scatter on deepstriking.

Teleport Homers only negate scatter for units which DS via teleport. For example, a SM teleport homer works for Terminators, but not for assault squads.

If the rule describes it as teleporting, then it's all good.

Yes, but they are not Deepstriking BY teleporting. Which is what teleport homers affect

Teleport homers do not affect units that deepstrike in general, only those that specifically enter play via Teleport

Yeah, I finally could read it in my own codex. This is quite funny, as I never noticed that Strike Squads had the Deep Strike special rule...
