And also while we're here. if a marine with a 3+ save gets hit by an ap3 weapon, does he get his feel no pain roll (if he had it)?

1) Yes. they are a unit
2) No, not inherently. If the attack denies ANY armour save, NOT the armour save of the model in question
If a terminator could take an armour save, you can probably take the FNP save.

Nos; you answered #2 backwards, OP asked if the marine *Would* get FNP. so your answer should be:

For your original question, the Eldar codex should tell you whether Tanks can be doomed or not.
As for the others, i'd say they can, as they specify a unit with a model within X inches of the Farseer and doesn't specify a certain type like Doom does.
