Looking at this as a tourny list...getting a bit tired of Lysander-wings.
HQ: Vulkan. As is.
HQ: Librarian. Terminator armor. Force weapon, Storm Shield. Null Zone, Avenger.
Elite: Terminators x5. TH/SS. Land Raider Redeemer. Extra Armor. Multi-Melta
Elite: Sternguard x10. SGT Pistol, Power weapon. Combi-melta x3, Heavy Flamer x2. Drop Pod.
Troop: Tac Squad x10. SGT w combi-melta, Power weapon, Meltagun, Plasma Cannon. Rhino
Troop: Tac Squad x10. SGT w combi-melta, Power weapon, Meltagun, Plasma Cannon. Rhino
Troop: Scout Squad x5. SGT Pistol, Power weapon. Blades/Pistols x4.
Fast: Land Speeder Storm. Multi-Melta.
Heavy: Vindicator.
Heavy: Vindicator.

Normal setup: Vulkan with the Sternguard in the Pod. Combat Squad into meltas x3, Hvy Flamers x2...Vulkan supports with 3rd Hvy Flamer or acts as 3rd unit.
Libby with Terminators. Unless facing a psychic heavy army (Eldar, GKs, etc) for hordes he acts as a 3rd AP3 heavy flamer. For MCs or power armor armies he assaults with the Termies.
Tacs can combat squad (unless in a KP mission) to provide heavy support and mobile Close Combat/Objective grabbers.
Scouts do what they do. The PW Sgt can maul power armor units using the 4 nubs as meat shields. Early Objective grabbers in the Storm or Infiltrating as required.
Vindicators. Because S10 pie-plates are cool and people spend a turn or 3 shooting at them allowing the Raider to close range and deliver the assault.

Set up as a modified all comers list that emphasizes Mech based over hordes (9 melta shots, Thunder Hammers, S10 plates, S7 small plate), but can still cause a huge amount of hurt on horde units (up to 6 heavy flamer or better templates, 2 small and 2 large plates). Enough 2+/3(i) saves to keep Thunder Wolves busy for several turns. Plenty of instant death templates for power armor.

Life isn't fair. But wouldn't it be worse if Life were fair, and all of the really terrible things that happen to us were because we deserved them?

The sternguard bothers me. Sternguard sergeants really have no reason to drop their boltgun, they dont need a power weapon. You're taking 10 sternguards in a vulkan list and yet only half of them benefit from the ability. I'd swap the heavy flamers for combi meltas/flamers. I also feel that the scouts arent doing much. Maybe get the sergeant a combi meltas and a power fist. Otherwise maybe swap them out and their land speeder for MM/HF land speeders
