Sure it's legal for regular games, it's designed for it. It even tells you in "Using this army list" page what you need to use it for standard missions (i.e. rulebook missions). For tournaments? Check the TO, usually IA lists are prohibited due to the fact that they're not commonplace and the rules aren't very well known.
Is it permissive? Yes. All of 40k is permissive, even the regular codex lists are. For example, if someone says, "Hey, I have my Eldar with me, want a game?" I could easily turn it down if I didn't want to play Eldar that day, very same with the IA list, if your opponent doesn't want to play it, then the game doesn't happen. Same with any other game of 40k.
What's different? A lot, no scouts or fast units, (although you can take the Caestus Assault Ram, Assault Squads and Vanguard Veterans as usual) however tactical squads may take Siege Mantelets which allow them to reroll failed armour saves vs shooting, but also makes them dead slow (cannot run or sweeping advance). You can also take Siege Assault sqauds in troops which take Land Raiders as dedicated transports.
You can also take dreadnoughts as troops for every 1 other troops choice you have taken (i.e. you may take 2 Dreadnought Squadrons if you have taken 2 Tactical Squads).
Tanks are also available in squadrons in heavy support (i.e. 1-3 Predators/Vindicators/Whirlwinds wtc.) as 1 heavy support choice.
Also the Land Raider Achillles cheese raider and Land Raider Helios is available for this army.
One BIG thing to remember, is that this army list is deemed "overpowered" by the guys at FW themselves, so they put in the "Siege Objective" which means that your opponent places an objective in their deployment zone, which you must capture otherwise you lose regardless of mission objectives. (Don't get me wrong, capturing the objective doesn't make you win, you still need to beat them by winning the standard objectives too).
Also full of cheesy characters that might cause your friends to not want to play you...
Also, before you peruse this list, if your LGS stocks this as new, you won't be able to flick through it as all IA books now come sealed in plastic wrap, unless if the game shop owner lets you open a brand new book that you may or may not want to buy...
