2 5man troop choices is pretty small...you can only hold 2 objectives with them so if they take out one troop its gonna be hard to get a win.
i love landspeeders for small games so thats good.
at 500 points you won't see much AV 14, so i'd downgrade that dread to an autocannon, or keep him MM to save lots of points.
plain Libby>plain captain in small points games. 2 force powers and a power weapon standard is better than an extra wound.
so in conclusion i'd bump the marines up to 10 man, you can still keep the libby in the razorbackwith tacs if your combat squad. change that dread to a reg or autocannon dread.

Hmm you got a point. i don't have an autocannon :/ is the assault cannon any good? could take transport with rending, and infantery.

good point. i don't have a librarian atm, but i might try building 1 from bits hehe..

You could consider taking your landspeeder with a flamer and mm. The cost comes out to be the same and can give you more versatility in that unit.
I definitely think you should try to get a 10 man tac squad for the special weapons. Flamer and ml could add some versatility. and defense against horde.
Downgrading to a rhino, lose the las cannon...I don't know if its possible to get the required points to max out that tac squad, unless you drop the mm from the speeder and just use a bolter or flamer. Maybe you should drop the dred all together?
My concern is that if you only have 10 troops, 5 of them scouts, than your really weak to having them focused down.
On a side note, I've always read that scouts are better when they are either sniper scouts or ccw scouts. Are mid range bolter scouts effective? I haven't tried them myself.

I personally wouldn't take a dread at 500pts since it sinks a lot of points and you have
too much space for a low-mobility unit like that. At low points librarians are just
something you have to use :( captain uses too many points to become powerful and
vanilla marines dont have real CC to benefit from chappy. For the troops, I'd get the
tac squad to full and replace razorback with rhino, for other stuff like the LS
and scout/ tac marine equipment, it's more about personal preference really and
the opponent's armies but try to keep it cheap.
Good luck!
