A grandmaster can cast two psychic powers per turn. He assaults and causes a wound. Takes a psychic check to make his force weapon cause instant death and fails the test with a roll of 11. Can he now make a second attempt at his psychic check to cause ID?

Unless I'm crazy I'm reading that Grand Masters have a mastery level 1, so I'm not sure how he's casting two powers.

But Assuming you're talking about a model that could cast two powers a turn (like a librarian), I personally believe that the rules and GW's FAQs set a precedent allowing the same power to be cast twice a turn as long as the power isn't a psychic shooting attack (which a force weapon isn't).

But with that said, I know many people disagree with this assessment, despite the fact that there is no real evidence to suggest otherwise.

A Grand Master can be upgraded to mastery level 2.

And yes, you can recast it. It's a normal psychic power. So long as it's not a shooting psychic power, you can use it as many times as you want.

As above.

You can recast it, as it is not a PSA. The ONLY powers that cannot be recast are PSAs, and Eldar powers where they have a specific codex restriction.
