What would a competive footdar list look like with heavy restrictions to foc. only 1 hq,elite,fast attack, heavy, and no special characters. Tough call.

Without special characters...? Does that include the Avatar? If so, foot list will be near impossible as you need him to prevent you from running off the table.

There a few ways around it, like Warlocks w/Embolden, 10 Wraithguard, etc.
But the Avatar is the best way to deal with it and not only that, but he is a great assault unit. Just always keep fortune on him.

I was thinking of advising guardians with embolden locks. The guard passed through my mind at first as well, but almost half his army would be in a single troop choice.

The Eldar codex is showing it's age, and it is hard for it to compete with the 5th edition codexes, and the more restrictions that you place on the list (only one unit for each FOC, no special characters, etc) the worst the list will do.
Before I read the restrictions I had Eldrad and 2 Wraithlords and no clowns and I was happy with the list, but afterwards I do not like it as much.

Well, with only one HQ he can't even have the Farseer AND the Avatar. You sure you even want to play in a tourny like this where a codex like the Eldar is more limited than any other codexs?
1 HQ...
I think you have to go with a Farseer here with warlocks. Let's face it... you only have 3 choices; Farseer, Autarch, and Avatar... and the avatar is iffy given the guidelines.
1 Elite...
Two real choices here IMO... Wraithguard or Harlequinns.
Fast Attack...
Warp Spiders are your only real choice here for a foot slogger army.
Heavy...
Two choices... Wraithlord or Warwalkers.
Troops...
If you go Wraithlord and Wraithguard, you want Guardians with Spiritseer Warlocks over Dire Avengers. If you don't take both of those choices (one or none), DA is the best choice. Take 10 Wraithguard (+Spiritseer) and you can count them as troops.
My suggested list...
Farseer - 145pts
Runes of Warding, Spirit Stones, Doom, Fortune
Wraithguard x10 - 396pts
Warlock - Spiritseer, Conceal
Wraithguard x5 - 215pts
Warlock, Conceal
Wraithlord - 115pts
Missile Launcher
Guardians x10 - 128pts
Scatter laser, Warlock - Spiritseer, Embolden
- 999pts
I had a Bright lance on the Lord and a 3 warlock Councle, but I couldn't afford the points (came out to 1175). So I ditched the Lance, the Councle and a few spears. Could have ditched a Wraithguard or two from the 5 man squad, but since this was the core of the list I was suggesting, I went against it. You lack long range AT, but you have enough Psykers that you should never have to worry about wraithsight. The Conceal gives you a 5+ cover save against AP 1-3 weapons to allow them to get close enough to use their weapon (that is the plan at least). Scatter gives you light AT and give the Guardians some punch against Hoard. Embolen keeps them in the fight. Keep the Lord within 12" of 1-2 Spiritseers or 6" of a psyker.
Hope this gives you some ideas or helps...
