so here was the situation that came up in a local tourny yesterday. i (grey knights) moved a damaged stormraven that carried 10 men and a techmarine towards the enemy. i then disembark keeping the techmarine in base contact with the vehicle. in the shooting phase i attempt to repair the vehicle and succeed. i then tried to have the rest of the unit fire at the nearby enemy. my opponent said i can't since i have already targeted the vehicle in the shooting phase. i let it go. i then attempt to assault the unit in the assault phase. he says i can't because i performed an action in the shooting phase that targeted a unit besides the unit i wish to assault.

Question 1: can the rest of the unit he is with fire on the target unit even though he can't?

Question 2: can the unit and him declare an assault after using the blessing of the onnisiah?

Nothing states that Blessing is a shooting attack therefore it is not. Thus it has no bearing on the unit being able to fire or assault other targets.

As far as I understand and have always played. Using the blessing to repair a vehicle is not a shooting attack, it is just done in the shooting phase. So the rest of the unit are free to shoot at another target. pg 32 of the codex says 'if a techmarine is in base contact with any damaged vehicles during the Shooting phase, he can attempt to repair one instead of firing.' If does not say it is firing a weapon just that it does it instead of firing. This is also the case with assault as because it is not firing a weapon, the squad is still free to assault as normal. Because the vehicle was not shot at the target of the assault must be the unit the rest of the squad fired at or if they did not shoot any squad in range of assault.
