They are a subsidiary (I think) of Games Workshop.
They make models that fit with the Imperial Amrour books they release.
You can play the lists perfectly leagally but you may want to work things out with your opponent beforehand.
The models are also legal e.g. Death Korps guardsmen as regular guardsmen but some are only suited for apocalypse.

Imperial Armour are a set of books detailing certain campaigns. They often feature an Imperial force against either Chaos or Xenos e.g. Siege of Vraks was Imperium v. Chaos. They contain lists for fielding a force that is seen in the book e.g. Red Scorpions SM Chapter.

Forge world models are legal as long as you play them with GW rules. If you use Forge World rules (such as special rules for models like Krieg guardsmen, or rules for models that do not exist in GW 40k), then the army is not, normally "legal". Tournaments AFAIK will only permit GW rules, but if you're playing friendly games then you can ask your opponents if you can play with those.

As a company I think it's really annoying that they don't offer authorized GW retailers some type of advantage for selling their products.

It would be nice, but the way Forge World is set up right now means that it would be virtually impossible to do anything if stockists started carrying large amounts of the Forge World stuff.

Best you can hope for is the books being in stock and the shop organizing 'Forge World Orders' where everyone pays up front and it's a big order to get free shipping.
