I would say it depends on whether he rolls mech or just a lot of flashlights.

For the MechGuard, simply go tank-busting with your High-strength, AP1/2 weapons, especially the Fire Dragons would be essential.

For the horde case, you'll need template weapons. In which case a Seer Council with Destructors are nice, Missile Launchers are sweet, Eldritch Storm is a very nice Psychic Power that seems like it's tailored for IG and more than anything else: Fire Prisms. Fire Prisms are both good against tanks AND hordes.

I would expect lots of fire power. I wouldn't go for CC, because you as an Eldar player don't care much for CC, and he, as an IG player, doesn't care much for CC.
Of course this is only if you want to tailor your list.

For a list purely mechanical

If your taylor making a Eldar army to fight IG, more details on the IG are needed. Calling a IG force a mech force doesn't really tell people that same information as say calling a Elder list a mech list.

Is he running nothing but Chimera's? Is he using artillery heavy support vehicles? Is he running Leman Russ tanks?

How many points are we talking here? I really do not want to have to figure out your army to know how many points your running.... give a points total for each unit and list the army total at the bottom.

To be honest, I think Wraithlords are a better unit as you can have each one with a EML and a BL as BS4. A Unit of Dark Reapers can really give you to ability to take out Chimeras and then slaughter the troops after you pop the transport the next round. WarWalkers with Scatter Lasers can out-flank and get side/rear shots on Chimeras and tear up any infantry he has.

Your list, if you dance around enough to not let him shoot you in the rear, can work. If he takes Hydra flak batteries, he is going to blow your Serpents out of the sky. That is what they are there for, to blow up skimmers. Your running a list that is easy for him to deal with and really something he wants to fight.

Stupid GW took away the cheep IG anti psy/DS with the release of GK. Now mech guard is only kind of OP.

ok all joking aside, I can tell you I hate wave serpents when playing my IG, but when playing eldar I only find them to work ok. The BL is good, but I’ve found a good mix of SL and a few BL work even better. If you outfit your FD units with SL wave serpents, and run them strait down the field turn one, drop and start going to town, most IG players wont be able to fight back. The power of an FD alpha strike on mech guard is a good way to start. Keep in mind all of your FD will be dead the next turn as well as there serpents but if they live you will have a SL in the most dangerous place for a n IG player, there side armor. Add in a few SL war walkers outflanking and you are going to be devastating. Keep your troops in wave serpents loaded out with BL to handle the LR that may have had a FD bounce off it.

all in all, mech eldar isnt dead by any means. i think there fun to play and they can work very well when playing other mech. you will run in to some problems with terny play, as they arnt the all commers list they use to be. they just dont have the numbers for it.

When playing against any mech army I've found that three x 3 war walker squadrons w/ 2 x EML and a couple of guide seers nearby are very effective.
