I'm under the impression that all Eldar are psykers, but I have also read that psykers among the Dark Eldar are regarded as playthings. Is this a biological between the two factions (10,000 years is enough time for major changes between two populations of the same species) or an oversight on the writers part?

All Eldar are psychic to some extent even if it is only a little bit.
DE have managed to breed out that psychic thing since it is dangerous to have psykers in Commoragh.

And what powerful psykers they do have are basically snacks for the upper level members of their society.

Their psychic ability is atrophied, but not gone. Most of it is just the way they absorb pain now.

The way i saw it is that any Craftworld Eldar person can be a relativly powerful psyker if they take the path of the seer.

In the same way that most eldar not on the path of the seer block out the psykerness in order to not have to wear ghosthelms all the time I would imagine has become such a reflex to dark eldar they have either forgotten that they have it, or they just like to pretend they have. 10,000 years isn't really enough time to alter a species DNA, it takes hundreds of generations, and vect, who claims to be of the time of the fall, has no psychic powers to speak off.

Another alternative is that the haemonculi have just removed the bits of brain necessary for that sort of thing from the dark eldar, I cannot imagine it is beyond them to do something like that.

Whilst all Eldar are psykers, it doesn't specify strength of that psychic ability.

I guess that they mean noticeable psykers, rather than normal dudes that could become powerful with training.

Well, technically everyone who isn't a blank, Pariah or Necron is a psyker.
