I think Infinity is the game you are looking for.

If you go to their website, all of the rules are online.

The other option would be Battletech, seeing as a ton of the original mechs were stolen from Macross, Dougram, and Crusher Joe.

Infinity for the Ghost in the Shell/Neuromancer/The Matrix vibe, and Anima Tactics for... everything else.

Anima tactics looks pretty sweet the models have alot of details which is good but bad for me cause im not much of a painter.

There's also Soda Pop's Super Dungeon Explore which is on the other side of the anime spectrum if you are interested. It's fairly new so I have no clue if it's any good. Just thought I'd mention it.

ive never played either of them, but Infinity and Anima Tactics have some of the best minis on the market.

Dont worry about not being the best painter...use washes or a dip. Put your main colors on the larger areas, pick out a couple details, then let the wash or dip do the rest.

SDE looks fun, but from what I gather its more of a Warhammer Quest type of adventure game rather than a army battle game.

Anima Tactics is a really well designed game, and has what I would put up against any competitor as the most beautiful rulebook I have ever seen.

The core rules are extremely simple. Unfortunately it's been a year since I last got a game in, so I'm a bit too rusty to give you a full breakdown of the rules, but believe me when I say they're one of my favorite rulesets out there due to their brilliantly clean design.

If I had to point out a single large-ish detractor for the game, it's the number of little fiddly counters you need to cut out and use. They'll wear out over time (being made of cardboard), so I suggest getting some sturdier ones made as replacements, but that's pretty expensive unless you plan on playing the game long-term.

I'd reccomend getting your feet wet with a dark/light starter, and getting a friend to do the same. That way you can see if you like the way the game feels without investing in a lovely, but fairly expensive rulebook, as the starters have the basics of the rules inside them (or did when the game first came out).

Of course, you can just follow this link and download the rules to paruse them before you plunk down any money;

"I have concluded through careful empirical analysis and much thought that somebody is looking out for me, keeping track of what I think about things, forgiving me when I do less than I ought, giving me strength to shoot for more than I think I am capable of. I believe they know everything that I do and think, and they still love me. And I’ve concluded, after careful consideration, that this person keeping score is me." -Adam Savage
