My question is best asked by way of a situation.

say i have a LR executoner

my opponent has a DE raider with 10 kabalite warriors in it.

my LR fires and the first shot does not scatter and destroys the tank, the kabalites get out without casuties.
my question is can i continue shooting at the tank with my other two shots even though it has been destroyed ( ie in the hope it scatters and takes out some kabalites)

No.

See the shooting rules - ALL firing from a single unit (like a tank) is simultaneous.

There is no "first shot" from the tank.

right so even is the two did scater they would not harm the infantry who would count as inside the transport for all three shots gotcha

Yepl while you do resolve damage to vehicles sort of sequentially on occasion, (when you get many immobilised / weapon destroyed results from one round of shooting, it works up to "wrecked" even if they alll occured at the same time) the actual passengers are not placed until after the vehicle is wrecked / destroyed, which is after all shooting from that unit has finished.
