I've been messing with 40k for about 2 years, playing as my friend's Tau army. Deciding that I like the game enough to shove money into it took awhile! but after reading a few codexes, I decided on Chaos.

So far, I have a chaos biker, 8 marines (a 5 pack and a 3 pack I got as a gift) and a Chaos Terminator Lord that I picked up at a local hobby shop for $10.

I'm looking to be effective in a balanced manner, while still packing the punch to take on my buddy's Land Raiders, as well as his pain-in-the-neck Emperor's Champion.

I'm looking for suggestions up to 1500 pts. I've come up with a few ideas, but frankly, I'm not great when it comes to deciding on things like this.

You're going to want to decide what sort of style you want to play - I play the Word Bearers so I don't have marked units but if you're wanting to play a HtH army - you're going to want Khorn, Resiliant troops that excel in fire fights would be Nurgle, lost of psychic would be Tzeentch, and anti horde would be Slaanesh.

Most competitive builds go for Nurgle as your troops have FNP and can with stand being shot at by anything other than the heaviest weapons. The next competitive army is Khorne, followed up by Undivided, and lastly Slaanesh and Tzeentch. The reason I put Slaanesh and Tzeentch near the bottom is that they are expensive troops that are reliable at one specific troop type - Tzeentch vs Power Armor and Slaanesh vs horde armies.

Models you will need:

Troops: (at least one more)
Basic Chaos Marines (my preference)
Plague Marines
Khorne Berzerkers

Elites: (at least one)
Chosen
Terminators (my preference and you've already got a the Lord)

Heavy Support
Obliterators x 2 (my preference)

HQ
Demon Prince (with wings)

Eventually you'll find out what you like and what you don't like based on your play style. you'll need 1 more box of chaos marines at least and you can proxy them to be any type of troop when you start to get you a feel for your troops. Most vets won't care and should be eager to help you.

If your opponent always has land raiders to pop then i'd suggest at least 2 units of marines with meltas in rhinos and champ PF and combi-melta.
i'd also give them icons, and get some terminators with combi-weapons to deepstrike accurately, obliterators are also awesome.

also, lash of submission is so awesome, you might as well take advantage of it before they ruin it with a new book, a daemon prince with that will keep the emperors champion at bay. i think that templars coming towards you is ideal, because your short range firepower in chaos is great.

better off posting the list for advice though, otherwise you might as well just put in chaos 1500 on the forum search (then you will have a plague marine army)

I actually had a sit down with my imperial guard buddy who is usually teamed with me against the templars, and we have 1 set up to compliment his vehicles and act as a wall for his guardsmen. Adding what you've both given me should be a great help!

Which chaos power do you want to go down?

I'd say, if he's playing BT. Take slaanesh! Take a slaanesh sorceror with a jump pack and a big unit of raptors (with melta guns and champion with lightning claws) to take the fight to him! His EC will die really fast against force weapons....

Daemon prince: yeah great, but if he's fielding a LR, than it'll die pretty fast...

Take 2 units of 6 Havocs with 2 ML and 2 AC in each unit

couple of ten men CSM units in rhinos with powerfists and meltas

then some noise marines (2 units of 6) with sonic blasters, in a rhino with a doom siren...
