With the elves, keep in mind that screening is often used in kings of war, the interpenetration of units rule allows units to easily move through each other making screening very effective.
So, the idea is to keep that dragons breath behind a unit of troops where it can't get shot up, then at the last moment, move it through the troops and shoot. You absolutely do not under any circumstances expose it to fire until it is ready to get a shot off.
A lot of the stuff listed for elves is advice given from a "warhammer" mindset of tactics, not from playing kings of war. For instance, the palace guard entry mentions that you do not want to get them "bogged down and grinding" against an enemy horde... there is no grinding in KoW, units seperate after combat.

I used grinding in the sense that you're still going up against a block of troops with large nerve, and it's going to take a while to rout them with such a small unit, and it's unlikely that the horde you just charged will ignore you and refuse the counter charge.
With most hordes getting 20+ attacks, there's enough to cause quite a few damage points to your palace guard on the counter, which can hurt given your low nerve when compared to the usual 13 of most hordes. If you manage to survive, then it will be a grind to cause enough damage to rout a unit with that much nerve.
With the dragon's breath, will troops be enough? Ranged units will be peppering them from the get-go, and how are you going to be sure that the dragon's breath will manage to cause enough damage to warrant the 70pts you paid for it plus the 60 you paid for the spearmen? You'll have to be targeting hordes to get a good return for your investment, and that leaves the enemy free to sacrifice their troops and draw your dragon's breath out.
