Say a farseer uses mind war on mephiston, who is not an IC. Because it says an independent character, does it mean that he is resistant to it or does it mean he is still on his own so it works?

If Mindwar specifies it can only be used on Independent Characters, then Mephiston is immune as he is not an IC

If it says it can be used on anyone, including ICs attached to units, it can be used on anyone

IRCC, Mind war works on any unengaged model.

Actions define a person.

Mind War never specifies that the target needs to be an IC, it says that you can target "any unengaged model within 18" of the Farseer and within his line of sight".
So clearly you can cast it on anything, a lowly boy, a unit sergeant or a big HQ. Which is clearly the charm of Mind War - that you can choose what to wound.

The big advantage is you choose the target (vindicare assassin of the eldar). Although I guess when allocationg wounds your opponent could take the save on any model in the same unit.
