Not on his own. You really need a CCS for any degree of tabletop effectiveness. Taken in addition to this, he is mediocre. Strong enough, but slightly overpriced. That being said, I run one in my standard list because I simply love the model. The metal version was fun to paint, and only the sword arm was separate. I'd imagine the FInecast model will be similar. The new models seem to be of the same quality as metal, with a little touching up needed, but no more than you would usually.

I've got a commissar Yarrick, would it be allowed to use him in a game as a Lord commissar and say that his storm bolter is a double-barreled boltgun with the same stats as a boltgun? :L

No, I wouldn't allow it personally, as it's pretty obvious that he's Yarrick if you're just using him without any converting, although you may get different responses at your FLGS.

If you say he's got a power fist I don't see the issue. I'm generally okay with "scaling down" from special characters to regular HQ choices or whatever. Just make it clear to your opponent.

Lord commissars are cool, but having a company command squad is important too. I'm going to be using a lord commissar with an Ogryn squad for an expensive/not terribly effective assault pointsink.

haha! yeah i use both a company command squad as well as wanting to use the Lord commissar.
My company command squad has nork deddog (cant spell his name sorry!) when i can spare the points and they're in a Chimera.
But i wanted to put the lord commissar in my main Infantry platoon made up of a blob of 50 guys!
They'd deadset never fail in combat haha! probs would but still
