If a template weapon (Flamer, Skorcha etc.) is mounted quite high up (e.g. a supa skorcha on the shoulder of a stompa), do you angle the template toward the ground, or do you just measure it flat horizontal and whoever is under it is hit?

You could do it either way. The height difference is so minimal that you really wouldnt be missing out either way. Id just go flat and count whos under it.

The narrow end has to touch the base of the model not the actual weapon. For models without a base you just lay it flat.

where are you getting this rule from in the new rules you measure from the barrel. if not flamstorm cannons would be severally hindered.

As to the OP it dosent matter cause the template represents a cone

You measure from the base for non vehicle models, probably was the point.
