I'll agree that this is the "Likely" maximum but it is far from the highest total possible.
5 would be the highest useful number per turn (3 to give out from its weapons and 2 earned for itself), but there really is no limit given the perfect situation.

You shoot at the middle squad, and your flame template catches the small squad in between and kills them all along with 2 from the squad you targeted (3 tokens so far, 2 for wiping a squad and killing an
IC, and 1 to give out from the syphon rules), the vortex blast scatters and hits the 2 back squads killing them all including the 2 attached priests (5 more tokens, 4 for the cronos, and 1 to give out from the vortex). The cronos then assaults the middle squad and wipes it out (3 more, 2 for wiping a squad and killing an
IC, and 1 to give out from the spirit probe rules). So 11 pain tokens in total, 3 to distribute to nearby squads and 8 for the cronos. Of course it's useless for the cronos to have more than 2 since it's already fearless and
IC's can't join it to steal a few to spread around.
Off topic now, but I wish there was something to use pain tokens for beyond their passive benefit. Similar to how Faith works for sisters. Something like burning a Pain token for 3+
