A small warband game that has all the elements of mordheim, but better... is it out there? and if not... how hard would it be to top mordheim?

You should check that out. Had a bit of a scuffle with Mordheimer (the creator) who is not a big fan of the rout test mechanic. I didn't think Mordheim could work without rout, but, his scenarios are more or less balanced for no-rout. It's definately one of the best fan-produced games I've ever played. We just reprinted our rule-binder, I think we're getting ready for another go soon.
