The sword only increases his invulnerable in close combat as well, so the sword gives you a 4++ in
CC, the staff gives him a 2++ in
CC. Since he will singled out in
CC every time by a smart opponent, and gives such huge buffs to the army, the investment in his protection can be worth it.
While I love the vindicaire, he is very vulnerable to many common weapons, such as Autocannons and Krak Missiles, which can outrange him and simultaneously leave him relying on making 3+ cover saves to stave off death. Further, at his price tag, he would have to take down at least 1 very expensive vehicle to "make his points back".
The Ven, on the other hand, while even pricier, is far more resilient, especially with a librarian to give him the shrouding. You end up with 4 dreadnoughts instead of 3, and lastly increase your volume of fire substantially (from 1 small blast and 1 shot, to 4
TL shots) Which will help you against enemies like Eldar (both light and dark) and blood angels, who will have a huge advantage in maneuverability AND numbers.
I guess in the end its a preference thing, but I certainly feel those two are out of place, and a ven dread is the best option you can afford (honestly, I would prefer another purifier squad, but you can't afford that).
