Are template shots against artillery randomized and if so..assuming a piece was under the center, would it count as a full strength hit or half strength?

You randomise, and if any hit the vehicle you have to know if they were under the centre or not for the full vs half strength

..but what if it's a battery and they want to take the hit on one of the other ones?

You don't allocate to another gun before you actually get a glancing or penetrating hit, so it doesn't really matter as long as any of the guns were hit with the blast marker's hole.

That would be after you have a penetrating or glancing hit. Think of those as "wounds" - you dont allocate wounds before rolling S v T, you dont allocate glancing / penetrating before rolling for Armour penetration

Just an FYI, "template" hits are always at full strength, even if it just barely touches the model/base. Blast markers are the ones that you worry about whether or not the center hole is over the vehicle................
