Hello all,
I am hoping to organize my first tournament at the end of the summer and I've been wanting to put my own spin on the traditional tournament setting. My favorite part of this hobby is the converting and painting, with the gaming being second, so this tournament will reflect that. I would like to encourage the use of the Movie Marines rules by theming the tournament, and these are the rules I have drafted. I am worried about getting the scoring correctly, and by giving a slight advantage to players who bring a Movie Marine list to the tournament.

Please take a read of the tournament rules and the Movie Marine army list and give me your feedback on whether the scoring is fair, the objectives are reasonable, and whether you would participate with a Movie Marine army or not. I'm hoping to take lots of pictures and do profiles of each Movie Marine army that shows up to the event.

I can't get the tournament rules to open...
Personally I love the movie marine rules, but remember that they were written for an earlier edition of the game. You might want to go over them with a fine tooth comb to make sure there's no odd rules to amend.
Are you going to require true-scale models to represent movie marines as opposed to marine armies using normal codex rules?

Well, the tournament rules are saved as a .docx, and I'm not computer-savvy enough to know how to deal with that. Is the Movie Marine list .pdf link working? I already added an faq for the army list in the tournament rules.
Tournament rules:
Warhammer 40,000 Movie Space Marine Tournament
Points: 1500 chosen from any current Warhammer 40,000 codex
The Movie Space Marine List may be used.
Imperial Armour units may be used.
Format:
Each player will play 3 games, earning the following points per game:
Win- 3 points
Draw- 2 points
Loss- 1 point
Each player may also earn points for modeling and painting. The criteria to meet each category will be judged solely by the tournament organizer, and is final.
Every model has at least 3 colors of paint- 1 point
Every model is based- 1 point
In addition, one army will be chosen by the tournament organizer as Best Painted. This army will receive an additional: 3 points
Movie Space Marine Bonus Points: Any army that is selected from the Movie Space Marine List is eligible for the following bonus points, decided by the tournament organizer:
Best Cinematography: 3 points
The marines really epitomize the characters of a blockbuster Hollywood movie. Whether the models include fantastic conversion work, excellent basing, or a clean paint job, they certainly stand out as a unique group of individuals. This army may also win Best Painted.
Best Casting: 2 points
The director has done an astounding job of casting the perfect actors for the roles in his movie. These bonus points are for the best accompanying fiction with the Movie Marine List. Players may bring a printed piece of fiction (no more than one page) detailing either their space marine chapter (or chaos legion) or particular battle involving this group of characters. Any well-written piece of fiction relating to the army will be considered.
Scenarios: Each round will use one of the following scenarios. If one or both armies are chosen from the Movie Space Marine List, the scenario includes additional rules.
Scenario #1: Annihilation/ Dawn of War
Movie Marine Additional Rule- “I can’t believe they cast Tom Hanks as the Sergeant!”
When it was first announced that there was a Warhammer 40,000 movie coming out, speculation immediately began on who would play the grizzled veteran sergeant. It turns out that it will be Tom Hanks. This choice is under furious debate amongst fans. Any Space Marine Sergeant taken in a Movie Space Marine List is worth 3 additional kill points to the opponent if destroyed, but 3 kill points to the owning player if he is still alive at the end of the game.
Scenario #2: Capture and Control/ Pitched Battle
Movie Marine Additional Rule- “Director’s Cut”
The movie may have seemed long enough in the theatres, now there is a director’s cut special edition coming out on DVD and Blu-Ray, complete with over 87 hours of bonus footage! When the die is rolled to randomly end the game, play one additional turn after the game has ended.
Scenario #3: Seize Ground/ Spearhead
Movie Marine Additional Rule- “Merchandising”
Being the big summer blockbuster that it is, all the corporations have jumped on board to merchandise. The problem is, there are far too many products out there with the movie name- Burger King Space Marine kid’s meals, Hand of the Emperor foam weapons, and Dr. Scholl’s Power Armor heel inserts are just some of the abominations brought on by this capitalistic society. When either player loses a full unit of Troops during the game, that unit reenters play the following turn via deepstrike. Each player gets to do this, but only with the first Troops choice that is destroyed.
Movie Space Marine List FAQ: The following rules are added to the Movie Space Marine List or replace the entry in the list.
Chainsword: Ignore the following sentence, ‘A model with a chainsword counts as double its Wounds for calculating outnumbering in close combat’.
Flamer: Replace ‘No modifiers are applied if the target is obscured or moving fast.’ with ‘Vehicles may not take a cover save against an attack from a flamer’.
Twin-Linked Lascannon: When shooting a lascannon, the owning player chooses a point on the board within line of sight of the firer, and then checks range. If the point is out of range, the shot automatically misses. If the point is in range, draw a direct line from the firer. If the line crosses any part of a vehicle’s hull, it is attacked. Follow the rules for a lascannon as written.
Fleet: Replace the entry with the universal special rule for Fleet.
Auto-Senses: Replace the entry with the universal special rule for Night Vision/ Acute Senses.
Extra Armour: Some Space Marine vehicle crews add additional armour plating to their vehicles to provide extra protection. Vehicles equipped with extra armour count Crew Stunned results on the Vehicle Damage tables as a Crew Shaken result instead.
Smoke Launchers: Smoke launchers are used to temporarily obscure the vehicle behind concealing clouds of smoke, allowing it to cross open areas in greater safety. See the vehicles section of the Warhammer 40,000 rulebook for details.

I'm only requesting that players spend a little extra time on their models. If I can advertise the tournament early enough, that would give every player three months to work on a ten model army. The store that will host the tournament will have discounts on space marine kits for every player who signs up, further encouraging players who may not want a space marine army to at least build a tactical squad for this tournament.
A few guys I have talked to are excited about making some fantastic chaos legion models to enter as Movie Marines.

Basicly you are going to have X number of Movie Marines Armies in your tournament where X equals the number of people in the tournament.
Any other Army loses. I played a 1500 point Movie Marines list against a 2500pt list and tabled them in 4 turns. It is not even close to fair against anything else.

The first game we playtested using these rules saw a DE army pick apart the movie marine army via mobile darklight most of the game. It's certainly not as one-sided as you claim, unless you played back when the rules first came out. The lack of AP3 or better weapons is very noticable now, and rending is not nearly as good as it was when these rules were first written.
And if every army at the tournament is movie marines, perfect! It will be a Necromunda-style, Mordheim-esque day of 40K that I'm quite sure a lot of gamers will look forward to!

I would encourage you to allow xenos players to use the same rules for movie marines to represent their own elites, using counts-as. Harlequins or Aspect Exarchs for Eldar, Trueborn Kabalites for Dark Eldar, Crisis Suit Tau, etc. are all very appropriate entries that would be easily adapted to the ruleset. Of course, not all armies are suited for this adaption, but with a good explanation and the rule of cool, any army should be able to have their own movie stars.

The pdf link works fine.
Docx takes converting for older versions of office (there is an official patch for MSO2003 - what I still use - for example, that just disables any xml code that legacy editions can't use).
I'd allow some form of what Gavin Thorne said. Even the space elves have "the dude" (or "the babe") and redshirts (stunt doubles).

To Scenario 2, it would make sense to add the line
"If the game ends on turn 7, play a turn 8"
I'd also agree with the idea that other players can run a 'Movie Marine' list using other model ranges - it's just that they use exactly the same rules.
This tournament sounds like a great idea - the person who wins Best General will probably be the most accurately determined best General in the history of wargaming - being as he'll be playing a series of games against people with exactly the same army...!
