I have tried to find the ruleset for the aforementioned game online but apart from a couple of copies for $97.00+ on Amazon I have been unsuccessful, does anyone know where there is a downloadable (Excluding torrent) ruleset?

Probably torrent only. The game was redesigned recently as A Call to Arms: Noble Aramada. Babylon 5 Wars no longer exists to my knowledge.

The main box does aye. Similar style to the Wars one, I have the box myself and the book a Sky full of Stars, those two pretty much will set you up for B5 ACTA for life.
It's a good set, streamlined the rules down, it plays a bit like Gothic in my mind, with more rules, but much quicker to play.
I loved B5 Wars mind, but big games, more than ten capitals a side could take an age. Although I'll never forget my first turn energy mine strike from seven varient G'Quan's against my mates Centauri fleet. Ripped it to pieces.

The previous version of A Call To Arms was B5-themed. The current version is Noble Armada/Fading Suns themed, as Mongoose isn't doing B5 stuff any more. From what I've heard there's a great deal of difference, as Noble Armada is a bit more about shields and boarding actions.

Noble Armada is not that much different than the B5 set. The differences are nice (points system for selecting fleets and the new crit system seems to work much better- no more lucky shots by fighters taking out your G'Quan turn 1) but the scenarios and basic rules are all familiar if you played the B5 version.

Babylon 5 Wars and ACTA are very different games.
B5 Wars seems (I have not played it) to be designed to simulate small or single ship engagements wheras ACTA works best as with plenty of ships.
my sig has a couple of free supplements for B5 ACTA (100-200 pages each) which should give you a taste - but PM if you want more ACTA stuff

I've never played ACTA, but what you are saying matches well with what I remember of my demo game of B5 Wars. I found it to be a very crunchy game, with tons of ship stats to track, a lot of hit boxes, and some interesting maneuvering mechanics that really caputred the feel of frictionless movement.

Indeed - ACTA has more in common with BFG as well as a number of game mechinics in common. B5 Wars has a vast amount of fluff and seemingly plenty of followers.......
If you want fast flowing games with plenty of explosions try B5 ACTA
Noble Armada is the current incarnation of ACTA and an official conversion of the SFU uinverse (Star Fleet Battles) is in the works.
