Not officially.
The Eldar won't even give a Warmaster the current date; its typically no different for Space Marines.
The Tau simply have nothing to offer for a Marine.
EDIT: To answer your second question, the Imperium occasionally establishes protectorates over species that can provide useful services to humanity without posing any real threat. The Jokaero were/are one such species. The Inquisition and the Eldar also have the Conclave of Isha, which is a shaky alliance between the two against Chaos.
If you want more examples of Imperial and Xeno co-operation, the new Grey Knights codex is a good place to look.

however, the Jokearo arn't actually sentient. they are, fluffwise, Terran Orangatans that the Old Ones took and hardwired to be able to make sophisticated technology.
having a Jokearo is no different from having a trained Attack Dog.
Space Marines never join up with Xenos. ocasionally, loyal Space Marine chapters may have an alliance of necessity with Eldar or Tau against a common foe. Eldar because only a fool discounts the word of a farseer(but they never trust them) and the Tau simply because they can trust them(at least not to, literally, shoot them in the back once its over)
Space Marines go renagade quite often.
these guys usually either go to the EoT and join chaos, or they form their own little empires in some forgotten section of the galaxy.

Probably splitting hairs, but there is a difference. My trained attack dog (read: lovable, friendly mutt) is capable of feeling all manner of emotions.
My houseplant, however, is not.

And Matt Ward hate thread in 5..4..3..2.. Automatically Appended Next Post: On a serious note, no the Astartes wouldnt join Xenos, they may go renegade (either due to misunderstanding or corruption by Chaos), but they wont join Aliens.
That doesnt count out alliances of convenience though
