With that budget focus on your troop and HQ choices, Genestealers work well for troops.

As for HQ's you have a few choices, maybe a Hive tyrant and some Tyrant guard to go with him.

Hive guards are usually a staple unit in any army list, so buying those would be a safe bet.

For the heavy support get a couple carnifexes.

buy carnifex' and convert into tervigon, they are the basis for most competitive tyranid lists
