Hi, now to clarify I'm a fairly new Tau player, but I've been playing Guard for some while. i have never played tau against guard but i have played my guard against the Tau and i can try to help out a bit. first, you're going to need railguns to punch through his parking lot. At a thousand points id recommend two broadside suits and a hammerhead. if you're unsure whether he mechs up or you know he does mostly blob guard, swap out the broadsides for another hammerhead. the sub munition rounds are devastating.
I'm probably going to get attacked by the community for this but i actually would suggest deep striking in some stealth suits. The last time i played against Tau they murdered my blob squads mercilessly and then disappeared behind cover before i could shoot back.
fire warriros are also good because of the high strength and Guard piercing AP but i would avoid taking large squads of them and do the conventional D-Fish and 6-10 Warriors.
the rest i would load up on firestorm? (BC and MP) Crisis teams. these will be deadly for his troops and you should be toting enough anti mech at this points value to hurt him.
Here's a possible list:
Shas'el: Airbursting, BC, MT
Crisis Team: x2 BC, MP, MT
Stealth Team: x3, 1 fusion blaster, All with Targetting Arrays
Fire warriors: x6 Devilfish with disruption pods and MT
Fire warriors: x6 Devilfish with disruption pods and MT
Broadsides:-x2 [Team Leader, ASS, Smart Missile System, HWTL, HWDC + 2 SDs] [ASS, Smart Missile System]
Hammerhead: Burst Cannons, Disruption Pods, Multi-tracker, railgun, target lock
Points: 992
As for General Tactics, it depends on what the Guard player is running. Do not get in combat with a blob squad because they will eb full of power weapons and a commissar will ensure that the unit never breaks. remove his anti tank weapons first. you can more or less ignore the Chimeras until the AT is gone. once the AT is gone cripple his mobility and you'll be sitting pretty. you will be capable of moving around faster than he can. one of my opponents described it as "Fighting with one foot nailed to the floor."

well imperial guard, with the exept of tanks die in seconds to tau shooting as you have the range strength and ap to gun them down. so 2 units of 10-12 fire warriors would be useful.
the either hammerheads or broadsides to deal with tanks, i would mainly suggest hammer heads though as guard are mainly just tanks meaning ur single railgun will kill them or just infanty for which you use the non-solid shot.
also try to kill the officers as fast as possible to stop them bring down tanks early or shooting so many shots ur guys die.
for a commander i suggest taking cyclic ion cannon, think its called tht. Don't take flamers!! both armies are pretty bad in combat and so wasting points which could be spend on other more useful troops like more fire warriors.
they normally also struggle with crisis suits hiding behind cover jumping out, shooting then jumping back. But then i think everyone struggles with this

Im a non conventional tau player who plays 50% of games against guard
unfortunatley my guard opponent is unconventional as well.
my advice:
take 1-2 hammerheads with disruption pods and multi trakers(and BC's)
pay close attention to what tanks he has
if its short range anti inf stuff like an executioner let it be. Wait until he moves it into range to pop it. Try to use your first shots as submunitions to take out some blobs
take many fire warriors with rifles and sit at 30" and just peck at them until they bleed
I like 9 man units with a shasui and bonding knife 105 pts
deepstriking deathrains(TL MP and a flamer) are devestating
if scatter is good you have flamer range to destroy guard blobs
if scatter is bad you have TL MP to destroy anything
Dont take stealth suits. You pay out the ass for being cloaked which is pointless as their purpose would be to go attack some guard blobs at 18". average to see roll is 21"
Overall:
He has range on your hammerheads on is heavy weapons teams so he will shoot them. Don't worry their durable. Charge them forward towards his lines. If you have points available give the HH target lock. Try to get as many submunition shots in as possible. Then when in range unload 3 burst cannons on the nearest guard unit. Remember that your multi traker grants you 12" movement and all weapons firing.
In todays mostly MEQ feild people complain about the effectiveness of FW teams but guard is the one place they excell. Guard, eldar, and Dark eldar, Cry from our base of ap5. Make use of that by getting every single gun you have in range and let go. Avoid burst cannons on suits. Flamers and TLMP are much better. Keep your MP's around to kill comand squads that have medics. FNP is a bitch. Flamers ignore cover and devastate. Take gun drones on the Crisis suits in order to shrug off a few lascannon shots.
Avoid kroot. Fodder works except when going agianst a VOF army. No save Means kroot die. This is so much so that the #1 saying in our circle is kroot die.
