Hello Dakka I recently got into 40k and have been playing for a few months but I have one major question. Are Black templar and Dark angles still legal? I know they are 4th ed but GW stil sells the codex can they be used in an offcial tourny match?

Yeah, they're perfectly legal. If GW still sells the codex, you can still use it wherever, whenever.

Of course you can use them! But it probably won't be advised to use either of those codices if you're looking at dominating at a tournament. The reason for this is, compared to some of the more recent codices that have been published, which are a lot more robust than these two armies, are just better. Mainly because they (Dark Angels especially,) are just too expensive point's wise to compete. Then again, you they may fit your style completely and you could be great with them.

The problem with Dark Angels and Black Templars is that they have been outdated by the space marine codex so they don't get any of the new models like ironclad dreadnoughts and any other new space marine gear released after march 2007
