Because one of my friend want's to collect them, and I don't know if they are an army anymore....

They are not an army, and haven't been since like, second edition in the mid-nineties. You can still use them in Witch Hunters and Grey Knights armies.

But they have 3'rd codex rulebook, same as ENcrons and SoB.
And you are telling me that my friend must use them with Inquisition?

Yup, those mini-dexes (such as codex Catachan) are obsolete.

Codex: Assassins has been obsolete since shortly after the release of Codex: Daemon Hunters in 2003.
And for what it's worth, they were never an army by themselves. Codex: Assassins just included the rules for using one of the 4 Temple Assassins in your Imperial army.
