Lord Kaldor Draigo's titans sword goes to S10 when in close combat with a pyker or a deamon. so does that mean is hes up agenst a BA Librarian Dreadnought he has S10?

To answer your question, yes he is Str 10 against BA Librarian Dreadnaughts because of the way his sword is worded. So Kaldor Draigo maims BA Dreadnaughts but not normal ones...go figure.

You mean BA Librarian Dreadnoughts, not every "BA Dreadnaught"

Any model with the "Psyker" special rule, you will gain S10 against it.

As an extension does he also get s10 against GK vehicles?

No; GK vehicles are ONLY psykers for the purpose of psychic checks and psychic hoods. At no other time are they psykers.
