Ok, so in my introduction post I brought this subject up, but I just want to get some more ideas on this. As of now I have the orks from AoBR, the SMs, and a SM scout squad. My friend uses the orks, and I use the SMs. I enjoy the basic concept of the SMs, their a fine tuned tactical warrior perfected for battle, but they don't really require any actual tactics at all because of whole well rounded they are. I enjoy the strategy of the game, and so I want a tactic and strategic army, that fights at range mainly, and is fairly speedy and agile but don't have to be fast if it's at the cost of either of the other two factors.

Sounds like you want a guard army... it CAN be fast, it IS shooty, and it can do both of those without really sacrificing the other. Only other army that matches your description, off the top of my head is Dark Eldar, but they are more or less, a glass dagger.

On the other hand, Marines are more tactical than you might think at first. You could try a biker/ land speeder army, a drop pod assault army, or a full mech assault army.
