So I am building my skaven army now. My models are kind of limited, bought an IoB set and some rats from it and a few select boxes and blisters but am looking at this:

I know a doom rocket is staple and I can see why but I am short on engineers, I could downgrade the engineer to naked with a doom rocket or brass orb and increase my gutter runners and maybe clan rats to 40, but I am capped on clanrat/slaves at 120 currently.

Give the d scroll to the warlock engineer and give your seer a power scroll, its so awesome its banned in some tournaments

As awesome as Grey Seers are, at 1500 I really feel like they suck up too many points. A moderately geared Warlord can still dish out some damage in CC, and is considerably cheaper.

That said, in low point games the 13th becomes especially powerful... Overall my only comment is to get a ward save for your BSB instead of the dawnstone.

If you take the WE naked with the DOOOOOOOOOMrocket (yes, that's how it's spelled) you can take a second WLC. I have found only one unreliable at any points level. That gives you enough leftover points (I think) to take one more Gutter Runner...or 8 slaves

Other than that, the Gambler's armor is a pretty good bargain at lower points for your BSB so you get that ward save steamdragon mentioned.

I would already get a parry/ward save of 6+. I don't see how a 5+ or a 6+ is better. The way I get it now is a rerollable 3+ armor save and a 6+ ward save, not to mention a 2+ ward save from flaming attacks. Seems a whole lot better then a 4+ AS and a 6+ ward save
