You can use any psychic power which does not require LOS, and which does not count as a shooting attack (even if this also does not require LOS)

i looking at eldritch storm it does not say anything about los i know that mind war does

It's a psychic shooting attack, so if the tank doesn't have any fire points you can't use it.

Eldritch storm and mind war are both psychic shooting attacks, and therefore MUST have a fire point if you want to fire them
