In many unit choices, such as Ork Boyz and Space Marine Scouts, it says something like this for the weapons options:

The entire unit may have stikkbombz

Does this mean that if you choose to use this every model has to have stikkbombz? I mean, they're relatively chilled, but camo cloaks (the only other example I can think of) are 3 points each, and if you're tight for filling points at the end of a list, this could make a difference.

Or can you just say that 2 models will have stikkbombz? and only pay 2 points.

Yeah, but for example a Command Squad with bikes says

"The entire squad may ride Space Marine Bikes"

That's confusing me a bit, because that's a different wording...

If it states "all" must take, then "all" or "none" are your two options.

"the entire unit may" means that, if you choose to do it, the entire unit must do so and not parts of it.

If you want good examples of "the entire unit must take" and "The entire unit must be equipped the same" just read your friendly tyranid codex, although replace all references of unit with brood. But yes there are very few units that can have only single models take grenades and not the whole unit.

It can be confusing. For example, in my Space Wolves Codex, Wolf Scouts say that "Any model may replace his bolt pistol and/or close combat weapon with:" This basically says that each individual model can change this war gear choice. Now, it then goes on to say that "The entire squad may take: Melta bombs for ___ points per model." Now all models would have to take the Melta bomb at a cost of ___ times the number of models. So it can get expensive.

Once it specifies 'x points per model' it is optional for each member but if it says 'entire squad may take meltabombs for x points' the entire squad gets them or nobody gets them.

Not sure how you would resolve that in CC unless you actually modeled the bombs onto each model.

That's not true at all and has nothing to do with an upgrade being optional per squad member. All the "x points per model" vs a flat cost does is change whether the cost increases with squad size, or is a flat cost regardless of the number of models. It's typically used as a balancing feature for upgrades.
